This role is responsible not only for designing and enhancing compensation and benefits policies and practices, but also for actively managing and executing payroll operations to ensure accuracy, compliance, and timely delivery.

Job Description

Compensation & Benefits Management *Develop, implement, and continuously improve compensation and benefits programs for Taiwan operations. *Personally manage and execute monthly payroll processing to ensure accuracy, confidentiality, and timely payment. *Lead annual salary review processes, bonus administration, and compensation-related initiatives. *Conduct compensation and benefit analysis and management reporting. *Strategic leadership & implementation on Total rewards, HR compliance, HR policies, and expat related matter *Monthly payroll processing and continuously optimization of employee life cycle. Labor Compliance & HR Policy Management *Monitor and interpret changes in Taiwan labor laws, tax regulations, and employment-related legislation; proactively assess business impacts and recommend appropriate actions. *Lead the review and enhancement of compensation, benefits, attendance, leave, and HR policies to ensure compliance with legal requirements to ensure market competitiveness. *Develop, revise, and implement HR policies, procedures, and operating guidelines in response to regulatory changes. *Serve as a subject matter expert on Taiwan labor laws by providing consultation, compliance guidance, and risk assessments to management and HR partners. *Support labor inspections, internal audits, compliance reviews, and external assessments. Tax & Regulatory Compliance *Maintain in-depth knowledge of Taiwan individual income tax regulations, withholding requirements, and payroll-related tax compliance. *Manage payroll tax reporting, annual tax filings, and related compliance activities. *Ensure compensation and benefits practices comply with labor laws, tax regulations, and statutory requirements. *Support internal and external audits as well as compliance reviews. Expatriate & Global Mobility Management *Manage payroll, benefits, and tax matters for expatriates and internationally assigned employees. *Serve as the subject matter expert for expatriate taxation and international assignment programs, including Tax Equalization, Tax Protection, Shadow Payroll, and Gross-up Calculations. *Partner with Global Mobility teams, payroll vendors, and external tax advisors to address cross-border payroll and tax matters. *Coordinate annual tax filings and tax cost analyses for expatriate employees. *Provide guidance on regulatory compliance, tax risks, and mobility-related matters. Insurance & Benefits Administration *Oversee Labor Insurance, National Health Insurance, Labor Pension, and Group Insurance programs. *Evaluate and continuously improve employee benefits programs and vendor management practices. *Drive initiatives that enhance employee experience and strengthen the organization's total rewards competitiveness. Team & Project Management *Lead compensation and benefits projects, process improvement initiatives, and operational excellence programs. *Establish and strengthen relevant policies, procedures, and internal control mechanisms. *Collaborate closely with Finance, Tax, Legal, and Global HR teams. *Support cross-functional initiatives and other duties assigned by management.

The Successful Applicant

Qualifications Required Qualifications * Bachelor's degree or above in Human Resources, Accounting, Finance, Business Administration, or a related field. * Minimum of 8 years of Compensation & Benefits, Payroll, or Total Rewards experience. * Minimum of 3 years of people management experience. * Comprehensive knowledge of Taiwan payroll administration, individual income tax regulations, labor laws, and statutory compliance requirements. * Proven experience managing expatriate compensation, payroll, and tax matters. * Strong understanding of individual income tax filing, withholding tax requirements, and cross-border payroll compliance. * Hands-on experience performing complex payroll calculations, validations, and issue resolution. * Strong analytical, reporting, and problem-solving skills. * Excellent verbal and written communication skills in both English and Chinese, with the ability to work independently with overseas stakeholders, consultants, and service providers. ________________________________________
